Add a work center

Use this to recreate a work center that fell out of the registry, or to stand up a brand-new one. Saving writes a new master row to the warehouse (wc_grade_events); the WC Capacity notebook (NXUS_Gold_WC_Capacity) then creates it in g_wc_capacity on its next run, so it flows into staffing demand. It appears here immediately and becomes permanent after that refresh (~15 min).
